Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: hopeful statements are released from various governments. Considerable effort is devoted on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability enabled by current data. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, probably provided by allied countries. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly gives way to sober acceptance: maybe the hostile projectile won't hit its mark this time, protecting urban areas from devastation and further power outages.
Persistent Threats
Following this, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on Western support – a need that regional partners are demonstrably unable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new initiative from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington operates on a assumption familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unrealistic to compel Moscow to abandon the land that it presently holds in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through statements or actions, from believing that the current condition will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but avoiding a entire defensive failure until circumstances change in its favour.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
